Organizations in Field of Urban Development Not to Be Given Same License

“Organizations in the field of urban development will not be given the same license,” the RA Deputy Chairman of the Urban Development Committee Davit Grigoryan noted during the sitting of the NA regular sitting convened on October 4, presenting the package of drafts authored by the Government on Making Addenda to the laws on Licensing, on State Duty, on Urban Development and on Liability for Offenses in the field of Urban Development.

According to the current regulations, regardless of the complexity and volume of the urban construction sites, everyone is given the same license for construction, design, technical control with the same rights.

With the presented draft, depending on the degree of riskiness of urban construction sites, these entities will be classified according to classes and experience, according to the composition of specialists.

Accordingly, the legislative draft proposes to define the types of license.

According to the Deputy Chairman of the Urban Development Committee, a unified register of licensed organizations will be created with digital registers, in which information about all organizations will be collected.

With the legislative amendment, specialists in the field of urban development will have the opportunity to develop and improve their specialization.

The Deputy Chair of the RA NA Standing Committee on Economic Affairs Babken Tunyan, highlighting the presented legislative package, noted that the draft implies a conceptual change. According to him, the initiative went through a long discussion phase. Babken Tunyan emphasized that the current regulation does not take into account the level of riskiness and complexity, and everyone is given the same license, the same fee is paid. He informed that a distinction is made by the presented draft.
